Russell Helton

Mr. Helton coordinates the activities of our construction inspection personnel. Working with the Project Managers, he coordinates the levels of inspection required on each project, develops procedures utilizing standard forms and formats that facilitate the documentation process, and works with the geotechnical laboratories. He has been responsible for surveillance on water system projects involving tanks, distribution lines, and wells. Sewage construction surveillance has included lift stations, force mains, sewer rehabilitation, and new collection systems. His roadway construction surveillance projects include new road construction, roadway realignment and widening, pavement resurfacing, and storm water drainage structures. Mr. Helton also coordinates the administrative portion of a construction project with the Project Manager to determine accurate payment to contractors and provide reliable information and records for our clients. He has provided services on utilities projects for numerous clients throughout our service area.
